Series name: A Song of Ice and Fire
Canon notes: Taken from the HBO series as opposed to book canon. Her canon point is 6x10 -- just prior to the explosion of the Sept in Kings Landing. That said, Cersei humbly requests that she be allowed to bring some of the classic vintage with her, though she understands she'll have to purchase that in the shops later. Clothing wise, she has her black gown with the silver trimmings, the black and silver ring that once belonged to Joffrey, gold Lannister necklace, and yellow quartz ring. Otherwise, if possible, I'd like to keep one AU aspect of her from previous game history. In canon at this point, the Septa has robbed Cersei of her beautiful hair -- and Cersei is vain enough to want her hair back. The Representatives of Eudio let her have her long hair back and she would like it here please and thank you very much.

Let me know if you actually want this in my own words...
Personality:
So, at the heart of it, Cersei probably isn't the nicest person in Westeros... but she definitely doesn't have the title of 'worst' either. (We're all looking at you Bolton.) Ruthless, cold, ambitious, cunning -- are just a few of the lovely adjectives that can describe her. Above all, she will do whatever it takes in order to protect her own. Tyrion once said that Cersei's only redeeming quality is that she loves her children. (Well, that and her cheekbones.) As the cheekbones aren't going anywhere, Cersei's two main priorities in life are her children and Jaime. Given the loss of both Joffrey and Myrcella, she is all the more protective of Tommen.
Yet, at the same time, it's hard to say if Cersei really knows how to love or be a mother. She may dote on them -- but that's not the same as giving her children a strong moral compass. She was blind to Joffrey's psychopathic behavior and, in her efforts to make sure he would become a wise and good king, essentially ignored Myrcella and Tommen. Perhaps it's a nod to her own upbringing: a woman who was essentially raised by servants rather than her own blood.
Though she may not think through the consequences of her actions to the nth degree (thanks for not teaching her how, Tywin), it cannot be denied that Cersei is a master at the art of manipulation. Only she could manage to twist honest feelings into manipulating the outcome she desires. She knows how to play on sympathies and is more than adept at getting people to support her, no matter what.
Unfortunately for her, she's not as smart as she thinks she is. Tywin once stated that one of the main reasons he distrusts her is she's not as intelligent as she believes herself to be. Cersei believes such derision is merely because she is a woman in a world governed men when, in actuality, it's the complete truth. In the end, it creates a dangerous combination: a woman who doesn't realize she has limitations and, ultimately, is prone to displays of poor judgment because she's so short-sighted she doesn't think of the long-term consequences. Her desire to see Margery torn down and made a fool of resulted in her own imprisonment.
Though she may be a Lannister and carries herself with regal bearing in public, Cersei has the emotional maturity of a fifteen-year-old. Her childish antics tend to come out more in private when she perceives she hasn't gotten her way. If things don't go her way she lashes out. Even if people are giving her advice that would genuinely serve her own interests, if it isn't the way she wants events to play out, she because petulant. Worst of all, Cersei has a tendency to blame others for her actions as her ego is unable to admit she may actually be in the wrong.
Cersei has faced public derision (shame, shame, shame) when her incestuous union between herself and her brother was brought to light by the High Sparrow. While her walk of shame may have broken a lesser woman (though arguments could be made it broke her), instead it gave way to megalomania and a vengefulness that is soon about to bring down one of the other great houses of Westeros. Her canon point is just shy of the Sept blowing up which, again, shows her short-sightedness. All she wanted was revenge on those who wronged and shamed her, but in the end it will bring about the death of her last child. If she had thought she was protecting Tommen by having Ser Gregor confine him to his chambers, she added to the "poor parent" tally by not going to his side after the explosion and comforting him. Or making sure he didn't try to take his own life. As a result, she may have crowned herself Queen of the Seven Kingdoms -- but without the Tyrells to support the claim and the Freys essentially wiped out, her position is beyond precarious.
For all her bravado and scheming, at the heart of it, Cersei simply wants to be loved and respected. (And maybe rule as Queen, but we're looking at positives here.) Her mother died when she was young and her father played favorites and doted all his attention on Jaime as the male child. She was maneuvered into a political marriage with Robert Baratheon who clearly didn't give a damn about her. He was more interested in bedding his whores and fathering countless bastards than to actually pay attention to his wife. He was so obtuse where his wife was concerned that it never dawned on him that three golden-haired children wouldn't be his own progeny. She was born into a society that holds very little value in women aside from breeding stock. She was forced to hide a relationship to a man who genuinely loved her, no matter how twisted their relationship was. Cersei never knew love and, perhaps, had she been treated better as a child, she would have grown up to be a different woman. Instead, after humiliation and a sleight to the Lannister name, Cersei truly believes she's getting revenge and taking what is owed to her in the best manner possible.
No matter how wrong that opinion may be.
Abilities:
In general, Cersei doesn't have much by way of powers in the conventional sense. She can't leap tall buildings in a single bound and she's as mortal as they come. Her ability to remain lucid no matter how much wine she drinks... while admirable isn't exactly on par with super-human strength. While she is exceedingly adept at navigating the shark-infested waters at court and is a master at manipulating (though sometimes she's not as good at the latter as she thinks she is), it's nothing that would need to be tamped down or bear much mention here. She's not a fighter and much prefers to let others do her dirty work for her as opposed to getting her hands soiled.
Augment Skillset:
Pilot Augment. Because, at last, she can be recognized for having power AS WELL AS being a woman. GASP. Who ever would have thought? Wouldn't Tywin love to see her now! (Only he'd probably find some way to ruin her achievement... Scratch that last bit.)
